Update dependencies and add Logger utility

Bump plugin version to 1.2.8, update author and contributor info, and update tested WordPress version. Refactor file system methods to use read_text_file/write_text_file. Add a new Logger utility class to omgcore, update OmgApp to initialize Logger, and adjust Dependency and ActionQuery constructors for improved action handling. Update translations and dependency versions accordingly.
