Description
Add support for downloading models from OpenCSG repository.
It follows the same design pattern as existing HuggingFace and ModelScope repository implementations.

Motivation and Context
OpenCSG is a popular domestic AI model hub.
This change enables dragonfly to accelerate model artifacts downloading from OpenCSG, consistent with HuggingFace / ModelScope workflow.
