New bash launcher script for support for Wayland and other distros

Inotifywait and xRC implemented in python. with the ability to bypass 1 of 2 search loops and increase overall speed. The cache from the inotify script is also picked up by recentchanges and added to ctimecache.gpg

inotify wait script has checksum verification and incremental delay to wait until files are transfered ect. This makes it so it wont miss anything. the script looks for files that are created or copied with preserved metadata such as files downloaded from the internet or slackpkg\pacman. As these wont show up in a normal file search.
In addition inotifywait script has a debug logger to ensure correct operation

if xRC is not on these files will still show up it just makes the search faster by preparing the tout file

Dynamic checksum verification also implemented for search to ensure valid checksums for data integrity. This was added because of cache files bouncing around. The search by default doesnt exclude any file as it tries to capture all data.
