Adds vivado/fmax.tcl, which drives the same registered-boundary harnesses as fmax.sh and reproduces the README frequencies. The README moves from open-flow figures to the exact Vivado ones, 318.5 MHz for the transmitter and 315.8 MHz for the receiver. Also trims board and testbench comments to house style.
