Convert PokoPluginExtension from abstract class to interface.

Increase deprecation level of @SkipSupport annotation from WARNING to ERROR. Increase deprecation level of @ArrayContentBased annotation from ERROR to HIDDEN.

Compile with Kotlin 2.3.20.

Drop support for Kotlin 2.3.0 and 2.3.10 due to incompatibility.
