Tree View Fullscreen Mode

Added true browser fullscreen capability to the Tree View for maximum screen real estate when exploring the competency hierarchy.

How to use:

1. Navigate to the Tree View tab
2. Click the fullscreen button (Maximize icon) in the top-right controls
3. The tree expands to fill your entire browser window
4. Press ESC or click the Minimize icon to exit fullscreen

Technical Details:

• Uses the native Browser Fullscreen API
• Container adapts styling for fullscreen (no borders/rounded corners)
• Dimensions dynamically update to viewport size
• All controls remain functional (zoom, pan, expand/collapse, selection)
