v3.3.7 — Monitor metrics actually reach the panel

Toggle-on but empty graphs: observability/triggers replaced the UI snapshot listener. Publishers now fan out. Assigned Monitor tabs default-enable. Empty states say “Monitoring off — click to collect” instead of a blank graph.
