Initial public release of the Base Autonomous Agent Stack.

Includes:

  • Governor Layer (deny-by-default decision engine)
  • Execution Layer (BNKR / OpenClaw delegation)
  • Settlement Layer (agent-to-agent escrow)
  • x402 Protocol (payment-before-work)
  • Decision Framework (MUST / SHOULD / MAY doctrine)

This is a reference architecture, not an official Base standard.
