Release notes

• Correct the Homebrew formula component order discovered by the first public
  RC pipeline pass, keeping the published formula byte-identical to the
  reviewed and attested release artifact.
• Require Homebrew's full formula style audit before finalization and any
  public Release or container publication, so channel-invalid formulae fail
  before release state is created.
