New features

1. Colors for npm/mvn commands
2. Adding new flag for skipping backend tests: 'maven-build-skip-tests'
3. Adding new flag for skipping PR deployment: 'pr-deploy-skip'
4. Tweaking ci-cd so it will not re-build applications if there are no changes in them. It will if no changes detected still deploy a previous version to allow for PR envs to work. And it will tag the previous docker image with the new version as well as the old version to keep same version for all applications
