Fixed

• Tabs that did not fit the width were cut off by the edge instead of
  scrolling. On a phone, a form with seven tabs lost the last four
  altogether — they could not be reached at all. The tab list now scrolls
  horizontally on its own, and tabs no longer shrink into unreadable stubs.
  Vertical tabs are unaffected.
