Fixes plugin connect failure: "Server returned HTTP 404. Try again shortly." (Status: Offline).

Root cause: the stored apiUrl pref could point at the scholar-web host instead of the mcp-scholar backend, so verifyProvisioned() 404d on /api/plugin/health/library (a backend-only route). migrateApiUrl() now auto-heals any apiUrl on scholar.dsmozconsultancy.com to the backend on startup. No user action needed after update.
