This PR does not change REGIONS used by default. The issue asks to include all runpod regions currently missing from REGIONS such as US-KS-2. |

This PR Closes: #1573, earlier the RunPod backend only uses a fixed set of regions by default.
Now all existing regions unless are allowed, unless a specific set of regions is configured in .dstack/server/config.yml.
