Release 4.3.1

This is Release 4.3.1 of the IES, published March 3rd 2025. This is the third and final release to be published on this public repo; from Release 4.3.2 onwards, all work on the IES will be conducted under the cross-government IES Working Group.

This is a minor release which includes update to documentation and a change of license from Apache 2.0 to MIT, as per Government Digital Services (GDS) guidelines.
