Revised XMT/RCV Control software

The XMT/RCV Control Embedded Python code is revised to:

• Control the transmit data stream including the optional addition of tx_sob, tx_eob, and tx_time tags
• Eliminate the external Selector and Burst Tagger blocks
• Support optional debug information in the USRP version
