Cooperative PHP workers can discover runtime capabilities using only their scoped worker credential. Operator diagnostics and control mutations retain their existing credential requirements.

This patch retains the 2.2 SDK API and default worker protocol. Cooperative workers still require explicit protocol 1.20 and the existing opt-in.

All normal source checks pass in PR #126. Actual installed package and scoped worker verification will be linked there after publication.
