PHP SDK 2.3.0-rc.2

Fix cooperative worker startup with a scoped worker credential. Workers now discover Server capabilities through Client::workerClusterInfo() using the worker token. Operator diagnostics and control mutations retain their credential requirements.

This is a prerelease for the additive leased workflow authoring API. Stable PHP remains 2.2.7. Cooperative cancellation still requires explicit opt-in and a Server that advertises support.

Source and main checks pass across PHP 8.1–8.4, supported Laravel/Symfony combinations, the regression corpus, analysis and package smoke. Published-package verification additionally exercises capability discovery and real worker registration/deregistration with a worker-only role credential, and checks Server refusal of operator diagnostics and a control mutation.

Fix: #122. Release qualification: #123. Complete Nexus qualification remains tracked in #116.
