Fix managed Worker startup and registration for numeric string handler names.

  • Preserve 0, 17 and 017 as distinct workflow and activity names.
  • Preserve string query, signal and update declarations and attributed handlers.
  • Keep keyed registration metadata as JSON objects instead of numeric lists.

Public API signatures, runtime dependencies and protocol floors are unchanged. This patch fixes #180. Source qualification covers PHP 8.1–8.4, supported Laravel/Symfony bridges, the replay corpus, packaging, documentation and Sonar. A fresh normal Composer installation passes all three numeric-name typed execute/cold-read originals against published Server 2.9.4. Installed acceptance.
