PHP SDK 3.2.0

Adds optional activity lease renewal for runtimes that explicitly advertise the capability. Worker presence and metadata-only lease maintenance can run in a separate PHP CLI helper while activity callbacks retain their normal inline execution and application service identities. Applications with custom HTTP or authentication setup can provide a fresh-process Client bootstrap.

Late outcomes are fenced after lease, business, progress or required session authority is lost. This does not fabricate application heartbeats, reset a session TTL or establish support on a runtime that does not advertise lease renewal.

The exact release source is dfaae75a94b1d855379863799ce2c9a53f900f97, whole tree 4359e5b4d8df378af47e2da29f2ef2a2f08fe8cf. All candidate PHP, framework, package identity, documentation, analysis, corpus and Sonar checks pass. Normal registry installation and affected runtime acceptance are tracked in #202 and workflow#878; publication alone does not complete those checks.
