Release blocker: prepare sdk-python source for GitHub continuity

Evidence

The GitHub-only continuity planner stopped before allocating an immutable plan: 439f5ea declares 0.4.103 in pyproject.toml; the next unoccupied public version is 0.4.104.

Acceptance criteria

• The default-branch source can be assigned unpublished version 0.4.104 without rewriting history.
• The repository-owned Release plan recovery workflow accepts that exact source and prepared plan.
• Protected target qualification is green before the continuity planner retries.

Superseded by durable-workflow/.github#2. The continuity controller recomputed a successor after 0.4.103 had already satisfied the retained release phase; no new sdk-python product change requires 0.4.104. Keep the source unchanged while the controller is corrected to resume its immutable plan.
