Fix Nexus argument encoding and explicit target addressing for the stable SDK.

  • Encode inline and oversized service arguments using the portable Avro codec.
  • Route catalog and payload requests to target_namespace while preserving the original caller and worker namespace.
  • Validate deterministic replay of target identity and preserve existing same-namespace histories.

Normal source checks pass, including all supported Python versions, official codec/replay corpus, exact built-package metadata, documentation checks and the real HTTP integration profile. Worker protocol remains 1.19. The separate leased authoring changes remain in the 2.6 prerelease.
