Published PHP distribution acceptance

This release pins normal Core 2.8.0. Optional embedded continuation remains disabled by default, with its documented operating limits. The protected image/chart publisher passes, including published SQLite first-run, source-free MySQL Compose, catalog convergence, rolling promotion and chart 0.2.1 anonymous clean install. The exact-artifact receipt records both registry/architecture digests, the OCI chart digest, complete installed Core file identity and 18 passing PostgreSQL/MySQL/MariaDB database TLS controls. These PHP artifact results do not imply native/shared migration adoption or a Cloud rollout.
