Fix old Signal and Timer jobs queued for a continued run while its successor is
still pending. The dispatch retry now inspects the original run's status, so a
pending successor cannot cause the old run to enqueue itself.

Current-run dispatch and normal continuation behavior remain unchanged.
Fixes the pending-successor follow-up in #607. Merged fix: #616.
