Fix typed workflow-task discovery for the valid workflow type "0".
The discovery filter now preserves every nonempty string. "0", "17" and "017" remain distinct. Namespace, queue, connection, build and availability checks are unchanged.
This compatible patch is based on 2.5.21. Source and regressions: #800. Stable backport: #801. Full stable qualification: 38708551385.
Server images pin their Workflow dependency. Server 2.8.3 still contains Workflow 2.5.21; the corrected image and installed-consumer follow-through are tracked in #799.
