Keep SQLite claim admission and queue acknowledgment waits within their existing
retry budgets, even when the connection uses a five-second busy timeout.

  • Restore the configured driver wait before application code and after refusal.
  • Preserve original task, attempt, reservation and deadline fences.
  • Retry only proven root rollbacks. These storage retries do not repeat handlers
    or activity callbacks. Uncertain commit or rollback outcomes still propagate.
