First public release of Azure VM Script Runner.

Portable: download the zip, verify the hash, unzip, run AzureVmScriptRunner.exe. Self-contained — no .NET installation required. Windows SmartScreen may show an 'unrecognised app' prompt on first run (the package is unsigned; verify the hash below instead).
