chore(build): 添加跨平台构建脚本并移除旧CI配置

- 新增 build.sh 脚本支持多平台构建与压缩
- 自动获取Git标签作为版本号
- 构建 linux、windows、darwin 平台的 amd64 和 arm64 版本
- 自动生成 SHA256 校验文件
- 移除原有的 GitHub Actions CI 配置文件
- 忽略 /build/ 目录防止误提交
