update can interface setup to reduce redundant setups

Updated the CAN interface setup that runs when an instance is created to check if the Raspberry Pi's CAN interface has already been set up.
Last release it would just detect the network busy and shut down the network, reset it, and then set it back up again.
This release will check using the CAN dump if the can interface is already set up.
