AI API Gateway Platform - 将 AI 订阅配额分发和管理

  • fix(billing): normalize cc_version build-hash suffix to official value (.610 for 2.1.110, .c33 for 2.1.107)
  • fix(identity): preserve original metadata.user_id wire format after rewrite
  • fix(gateway): clear stale sticky binding when gate check fails
  • feat(gateway): align non-mimic upstream with real CLI 2.1.110 wire format
  • ci: remove arm64 Docker QEMU build, add buildx layer caching
