• Split xlsx and driver.js into their own chunks so they no longer ride
  along in vendor-ui / vendor-misc on first paint.
• Lazy-load driver.js (JS + CSS) inside startTour via a memoized loader,
  removing it from the AppLayout shell.
• Convert Create/Edit/BulkEdit account modals to defineAsyncComponent
  with mount-once flags, dropping AccountsView chunk from 564KB to 282KB
  while preserving BaseDialog close transitions.
• Promote the manual refresh button to the mobile account toolbar with
  an auto-refresh indicator dot, and remove the duplicate entry from
  the More actions sheet.
