v0.6.0 — Native Codex quota meter

Adds read-only native quota snapshots, percentage/reset-window comparisons, and model token observations. Official estimated usage credits are shown only when supplied by Codex; quota shares are never inferred from token ratios. Includes privacy-filtered local storage and bounded app-server reads. Validated with 114 tests and Python 3.10–3.13 CI.
