Add multi-format Linux packaging to the release workflow

Produce and attach deb, rpm, pacman (.pkg.tar.zst), AppImage, Flatpak, and a
portable tarball on each v* tag. Adds cargo-deb/cargo-generate-rpm metadata to
Cargo.toml, a PKGBUILD, a Flatpak manifest, an AppStream metainfo file, a
.desktop entry, and an app icon under packaging/.
