Replace watchdog custom OSAL with baselibs OSAL

Replaces the custom abstraction for the following systemcalls that existed in the current watchdog implementation:

• ioctl -> score/os/ioctl.h
• open -> score/os/fcntl.h
• close -> score/os/unistd.h
• write -> score/os/unistd.h
