as this is within a code block, it is not really a version, as it is also not a sphinx needs element.

but if someone is using the template, what is then the version for? If it is for updating the decision record, may default 1 is ok, if it used for the decision record form, then I would expect 3?

So if I compare the other templates, we may add a document directive, which counts the template version, and the version in the dec_rec should be 1?

added a document header with version 3 (to reflect a new version from previously "2")
