Need a easy way to propagate workflow changes to all repositories

Once issue #43 is fixed, the changes need to be made to all the volttron repositories under eclipse-volttron. There would be such a need to propagate changes in the future as well. Doing this manually would be mean cloning and updating and creating a PR for each of the repository. This is time consuming. Automate or semi automate creation of workflow update PR in all volttron- and volttron-lib repositories whenever there is change in github-tooling/actions-all-repositories
