Fix GSOD harvest empty frames via NCEI CSV WAF (#35)

GSODR::get_GSOD() drops a station when max(years) exceeds packaged END,
so last-5-years harvests in 2026 returned empty data.frames and burned
retries. Download year-by-year from the NCEI CSV archive, cap to station
END, skip missing years (post-retirement 404s), and convert units locally.
