Hotfix release for the Electron startup regression in v1.4.8.

Initializes a configured Sentry SDK before Electron emits the ready event.
Keeps the app startable if stored diagnostics settings cannot be initialized.
Applies Sentry DSN changes on the next app start and shows a restart notice.
