Yes because there are certain games that require a light use of motion controls that would be impossible on non-motion enabled controllers therefore it would be a good idea to map some simple motion movements to buttons

It would be something simple as in the input menu alongside all the other buttons for the console there will be options to emulate motion whether it's to shake up shake down move side to side etc

The other solution is to add native motion control support for Bluetooth devices that enable motion controls

This is mostly from an Android user however I believe it shouldn't be too hard to add this on to all versions
