Fix the release job: it had no checkout, so gh could not generate notes

The v1.0.0 tag push failed with:

  failed to run git: fatal: not a git repository (or any of the parent
  directories): .git

The release job only ran actions/download-artifact, so the working directory had
the two files to publish and no repository. `gh release create --generate-notes`
reads git history to build the changelog, so it needs a real checkout - with full
depth and tags, or it cannot find the previous release to diff against. The build
job passed, so the artifact itself was fine; only the publish step was broken.

This left a dead end worth closing: re-running the failed job would fail again,
because a tag-triggered run uses the workflow file *from that tag*, which still
has the bug. So the workflow now also accepts a `release_tag` dispatch input. A
dispatch runs the fixed workflow from main but checks out the named tag for both
the build and the release, which re-publishes an existing tag without moving it
and keeps the artifact's provenance matching the tag it is published under.

The job-level `if` uses github.event.inputs directly: the `env` context is not
available there, so a workflow-level RELEASE_TAG variable would have silently
evaluated empty.
