Define organization issue intake, routing, and label taxonomy

Outcome

Create the organization-level fallback for work that does not yet have a clear owner, while making product and implementation routing explicit. Maintain a small, stable universal label taxonomy plus controlled repository/domain overlays.

Scope

• Implement the work owned by egohygiene/.github that is necessary to deliver this outcome.
• Coordinate cross-repository work through the dependencies below; do not copy sibling implementations into this repository.
• Keep unrelated refactors, mutable cross-repository source dependencies, and secret material outside this issue.
• Define which labels are universal across repositories and which are opt-in overlays based on repository/domain capabilities.
• Preserve exact emoji/name/description/color definitions in one canonical source.
• Define naming, ownership, deprecation, and collision rules so labels do not drift.

• Publish a small, stable universal taxonomy for priority, type, area, cross-repo work, and status.
• Classify the approved catalog above into universal labels versus repository/domain overlays.
• Preserve exact approved names, emoji, descriptions, and colors in canonical machine-readable configuration.
• Add an issue template that requires owner, dependency, acceptance, and security fields.
• Define how umbrella issues link to implementation issues without duplicating them.
• Define label addition, rename, deprecation, and removal policy.
• Relay can consume this taxonomy without becoming its source of truth.
