This release improves Tool Kits admin navigation by giving each visible menu item its own focused page.

- Removed mixed tab behavior from Performance Diagnostics.
- Updated Tool Kits flyout submenu structure to match the new page grouping.
- Updated cards, shortcuts, and post-save redirects to return users to the correct feature page.
- Kept SEO isolated in its own SEO-focused page and tabs.
