Closing without merging.

This PR was opened by the retriggered pipeline (cloudbeat-version-bump #36) and proposes to downgrade main from 9.6.0 back to 9.5.0, which is a regression. Root cause: bump-minor.sh's update_version_beat/update_arm_templates rewrote the files unconditionally on retrigger, and no_new_commits couldn't distinguish 'advancing' from 'regressing'. Fix in flight — will link the PR here once open. The bump-to-9.5.0 branch will be deleted right after this to avoid the stale-branch trap next month (see #7227 for context).
