Summary
PR #278267 gates the Cross-project search (project routing) section in the Kibana spaces management UI (create space and edit space pages) by CPS-eligible pricing tier, using the core pricing service. On ineligible tiers, such as Security Essentials and Observability Logs Essentials, the section is hidden. As an escape hatch, if a space already has a non-default project routing expression (for example after a tier downgrade), the section remains visible so administrators can reset it to All projects, after which it disappears.
Why this needs docs: The docs describe the Cross-project search panel in space settings without any pricing-tier caveat, so users on ineligible tiers will look for a panel that is not there.

Manage access and scope for cross-project search > Set the default CPS scope for a space
- What the docs say: In the general space settings, find the Cross-project search panel and set the default scope for the space: All projects (default) or This project.
- What to add: State that the Cross-project search panel in space settings appears only for projects on a CPS-eligible pricing tier; on ineligible tiers (for example Security Essentials or Observability Logs Essentials) the panel is hidden when creating or editing a space. Also note the downgrade behavior: if a space already has a non-default project routing setting, the panel stays visible so you can reset it to All projects, and it is hidden afterward. Check whether the Configure cross-project search prerequisites page lists tier requirements and cross-link rather than duplicating the tier list. Serverless only.
