Incident recovery hard fork.

ESC is halted at block 37,617,146 and resumes only on this release.

Freeze activates at block 37,617,147, the first block after the chain resumes.
Transactions from the accounts holding the unbacked supply are rejected by
consensus from that block.

The recovery burn executes at block 37,634,427, approximately 24 hours later,
destroying 4,931,233.978795044661892120 ELA of unbacked supply.

This is a mandatory upgrade. Any node still on v0.2.7.1 or earlier will diverge
from the network at block 37,634,427.

Note for integrators: the burn has no transaction and no receipt. It is a direct
state change applied by consensus. Systems that derive balances or total supply
from transaction history must read from state at that block.
