• assess gains policy gates (per-claim ACCEPT / CHALLENGE / ABSTAIN verdicts) and measured per-source reliability blending, via runner passthroughs to the 1.4.0 CLI.
• New speckit.aee.review command: diff two assessments into a materiality-filtered review queue.
• Engine floor raised to >=1.4.0,<2 everywhere; dev pin ==1.4.0.
