The context for this is that we have a customer who is using a "directory" room that is both hidden from the C-S API (
exclude_rooms_from_sync) and auto-joined (auto_join_rooms).They also have presence enabled, which means that a presence update from one user fans out to every single other user on the server. This adds a new config option to ignore particular rooms from being considered a "shared" room between two users for presence calculation
