What's New

• Full tier alignment: All tools matched to correct tier based on registrar placement

Fixed

• 26 addon analysis/wizard tools correctly tiered as advanced (were incorrectly free)
• 53 missing tool tier assignments added (7 Voxel free + 46 advanced)
• list_form_templates and list_forms added to REGISTERED_TOOL_NAMES
• Node 20 dropped from test matrix (race conditions in tests)
