⌛ 🔗 Elementor Connect throws PHP Deprecation warning on localhost when unable to connect with Elementor API (Duplicate of #32923)

### Description

Hello,
This warning shows on **localhost** (XAMPP) in the editor and pages. localhost has a problem accessing Elementor.com, so this warning shows. This warning does not happen on the hosted site.

**`wp-debug`** should be `true`.

### Steps to reproduce

1- Install a fresh WordPress, my theme, and Elementor
2- Create a new page with Elementor.

### Expected behavior

Not show any error and warning
