Important changes

We move away from mask-derived towards tag-based data structures for passing grid information into and between packages (Importer to DC solver and Contingency Analysis). For this, we introduce the input N-1 definition which allows explicit configuration of elements that should be optimized or not worsened (non-worsening). The transition is not completed but some larger changes were introduced. Masks related contingency analysis were deprecated. Other masks will follow:
