First public RustQ release.

RustQ provides Rust template quasiquoting and code generation for Elixir, with real Rust templates, AST-aware bind/splice placeholders, formatted output, a rustq.exs generation manifest, and Rustler-focused helper generators.

v0.1.1 fixes packaged NIF compilation inside parent Cargo workspaces. Prefer ~> 0.1.1 or ~> 0.1 over pinning 0.1.0.
